Hey, so I did this quite a while back, was going to do more with it but got distracted and lost interest, so I guess I’m just going to post it as is.
Inspired by toons-a-plenty/Toonify and landofcartoonsandnostalgia/Lunascape and their art of Toon’s version of ‘Nega Bonkers’ [x] [x]. I thought that was really cool and wanted to try my head at my own version. The one up in the left-hand corner was my first attempt but he had too much of a Norman Bates vibe and that wasn’t what I wanted to go for, so I nixed him.
Still kinda working on the look of the one I am going with.
Notes - so i don’t forget, because I went and got myself way too invested in this verse.
- Was never a cop in this verse. Was an actor for a time but when he was fired there was no run-in with Donald or an exhausted beat cop to give him a push toward working with law enforcement.
- While he can be useful as a hire, he’s the kind of “villain” that most other villains will go out of their way to avoid working alongside, either because they don't take him seriously or because they’re aware of his reputation for being dangerously unpredictable.
- As far as actually “hiring” him, money is very rarely of much interest to him and anyone that wants him to do something for them will usually have to cough up something he wants. This can be information or an object, usually ends up being something that doesn’t have much monetary value and no one can really understand why he would want it. Most people that have worked with him regularly have stopped asking.
- Is a lot more calculating and manipulative then he tends to act. Usually comes off as a flaky, flighty, easily amused, ditz, whose mood can shift, and turn violent on a dime. And that’s not completely an act (though there are a few villains, Negaduck, in particular, that suspect it is) but there's been plenty of times where he played it up to hide whatever his real intentions were, and his “mood swings”, in particular, are a lot more controlled than they come off.
- Is very self-serving and holds no real loyalties to anyone (though he will pretend he does). And he isn’t above working with the “good guys” to get back at a villain who’s ticked him off. Probably done something to help the “Friendly Four” just as often as he’s done something to screw them over because he really enjoys ruffling Negaduck’s feather in particular.
- Still has a soft spot for kids and animals though and threatening them in front of him is a good way to get dead.
- Will not stand for people trying to use him or take advantage of him and he keeps long grudges. And if he doesn’t immediately lash out, he tends to play the long game when it comes to taking recompense and isn’t the type to do speeches or explanations. Which has added to his reputation for being “unpredictable”. Someone who’s slighted him might not get paid back until days, weeks or months later, and there’s a good chance they might never know why he did it.
- TJ was an undercover cop in this verse, one of the few “good ones” left. He was just about the last person to really get close to the bobcat, and when he found out he was basically using him to get to his boss at the time, he didn’t react well to it. It was the first time he really crossed a line and seriously hurt someone (possibly killed him? if he didn’t do it himself, he at least let someone else do it).

Interesting idea! Now I want a cartoon about Nega Bonkers. That would be cool! :D
I imagine him singing Pretty Bird from Rio:
"I was striking suave, ambitious
Feet to beak, so birdylicious
Now I'm vile, I am villainous and vicious
Oh, and malicious
I had it all, a TV show, women too
I was tall, over 1 foot 2
Then they got a pretty parakeet to fill my shoes
That's why I am so evil, why I do what I do"
