An unknown person recently took hold of my friend Fen's STEAM account

They are going through his friends list and messaging claiming to have accidentally reported them for having duped items. They're telling ppl to add a STEAM admin and tell them it was accidental so they're account doesn't get deleted.
I have contact with Fenragus on other platforms, and he's informed me of all this.
The impersonator is pretending to be him and deleting new comments on the profile warning others, and blocking people who catch him in the act. All I did was ask about pics from a recent hike (if he were Fen then he'd tell me to go to discord to send some), and the account suddenly blocked me.
