For those who want to know more about the character in question, I'll quote what TEK said about her.
"General Penelope, or "Peggy" as she prefers to be called, accepted the nomination as General as a means for unlimited resources for her inventions and research. A genius and eccentric mind, she is obsessively seeking new and explosive ways to make things die. Her war machines have saved countless of soldiers and she has now discovered a material that makes for a searing handheld explosive. Of the three, Penelope cares the least for political or authoritative power (as well as personal hygiene and decency)."
