I can't say what happened here but apparently some series of events has lead to a final determination that this planet is better off gone, but with some sort of crazy laughable surprise. The best I can come up with is perhaps these 2 were pushed way past any normal response specifically with judging them only by appearance by what age they look to be.

I guess we should say that if your planet is being visited by a civilization that spans many natures, universes, multiverses and more, and they send what look like children to verify your crimes and see if your civilization should live... perhaps don't focus so much on their apparent age...
