Given the relative weights between dog and snow, you'd think the 2nd option to be easier, but this particular dog enjoys trying to eat the snow (as well as the hand holding it) in mid-throw :D Which really just makes the game that much more challenging and thus much more interesting!
Both the dogs here are Australian Cattle Dogs. The bitey one is front is mine :D

I sometimes go to the dogpark and toss snowballs from one of those long-handled ball throwers that chuck the ball halfways across the park.
I just scoop it into the snow then throw it to the right and the dog runs over there then I immediately scoop up more and throw it to the left and he runs past me to over there and so on until he gets tired enough that he stops playing along.
