Step 1: Retcon her OUT of the Star Fox franchise since she was never meant to be part of it.
Step 2: Convince Nintendo to prioritize story over gameplay for once.
Edit: She was designed by Rare, not Nintendo. Rare always makes their girls ridiculously sexy (Candi Kong, Berri, etc). First thing Nintendo did was put her in a proper flightsuit in Assault.
