I see no big issues about Accept the Treaty Terms so lets be friends. As for research lets go with Social Economics and even though we need to build road if we accept treaty, I belive increasing population and as result our available production will need to come first so Upgrade Mesatown
Accept the treaty. They seem to small to be worth the delay of asking for more. Dock. I have never regretted building a port in any game ever, and another source of food is always good. Basic warfare. Once you know you need them it might be too late to do much about it. We have been lucky so far...
