I believe the story in question would be Blue Glow, by Onecho. It's one of the more famous babyfur stories ever written, though I may be wrong.

Pokemon sizing conventions are pretty weird and inconsistent, honestly, so I do my own thing. For the purposes of this, a pokemon physically grows as they get more powerful. Ricta, the vulpix, is a great deal more powerful than Luca is right now, so despite the fact that a lucario would usually be a lot taller than a vulpix, they're about equal.

That's a really good explanation, Thanks. It makes even more sense if add game logic, since you can get a Lucario as early as lvl 2 and vulpix can be lvl 100 beacuse it never got a fire stone.
and I see what you mean about height inconsistencies, Charzard has always been the prime example but I also just found out that all the eeveeloutions are like 3 ft tall, when there portrayed as large lapdogs
