the movie made it have magical powers where it could give you super abilities compared to normal
the game has it only as a 10% increase in accuracy XD
it's actually one of my favorite pokemon but apparently it can learn some of the most powerful legendary moves so that's why it gets banned (in addition to the accuracy thing )
