This is Dale's backstory before he has applied for a position as a secret service agent :

When he passed the examination / training and graduated from the police academy, he was recruited by the police chief who interested in Dale's perfect experiences. A few days later, Dale is promoted as a detective and paired with Richard, first partner.

They are working together and growing their friendship. Later, they investigated the crime cases which caused by the criminal organization in the city.
