The file was a given, goat horns grow continuously, they need to be worn or filed down.
What Olivia needs are some of those brass finials with the ball at the end like the elephants wear on their tusk, failing that spool noodles cut down and slipped over any naughty horns are a farmyard favorite, call them the anthro goat version of overnight curlers.

In a world of anthros all sorts of ingenious workarounds and accommodations for things like that would develop.
Depending on your features, size, environmental requirements, etc. Things like transport, housing, clothing, furniture and such would have to be engineered to fit. I always get a kick out of it when people show these things in passing or come up with clever ideas for them...
