Ha, ha, oh wow. Partying like it's 1999, indeed...
So yeah, I was in the process of cleaning out my portfolio to make room for the now complete PoL Episode 06, when I came across this shining delight, from my days as a DBZ A/U fanfic writer (ah, youth).
From what I remember, this guy was one of four incomplete saurian androids created by Dr. Gero, who was accidentally activated by either Pan or one of Piccolo's sons (don't ask). While the fic's quality was probably iffy at best, at least it made way for an interesting character design! Maybe he'll appear in a very much distant episode of PoL? Minus the Red Ribbon emblem, of course.
