The Great Consortium of the Tenth Wave is a brutal meritocracy where only one thing truly matters. Raw merit. If you are competent you will be rewarded handsomely, if you are incompetent you will be thrown away like garbage. Everyone in the Consortium has their place, even the criminals. State-Sponsored organizations like the Yakuza exist outside the law, bringing brutal and violent end to any lesser crime networks and gangs that would threaten the stability of the Consortium. They are Mafia and Secret Police both.
