Stella Stitchcat is another character from an old Fairly Oddparents RP I was in.
Like Cosmo and Wanda disguised themselves as goldfish, Stella here hid as a kitty cat.
I really, really wish I could remember how I did the multi-colored glow effect on the letters back when I made this.

Nice! For the glow, I would probably have the text on a layer, duplicate the layer underneath the text layer, mask off everything but the text, paint on the color pattern or use a filter to generate it, and blur it. Maybe there's a more efficient way, but it's quick and it works...
