Who is Raloi ?

The Raloi are a background species in Mass Effect; they're never actually seen in-game but they are mentioned in several news stories. They're an avian race that has just mastered spaceflight, the Council contacts them in ME2 but, by ME3, the Raloi cut off all contact and destroyed their most advanced technologies, hoping to be left alone by the Reapers.

So yeah, basically, anthro alien birds.

Yes, and no? Personally I like playing with the idea that his core "organic" brain mass actually moves around in him, but it's more realistic to think he's a distributed consciousness though.
