Even though the anime industry was very poor in 2000, the animation quality was worse than the early anime but it's still amazing

That’s counterintuitive, but I think that 2000s anime was that good partly because of the low budgets. The ”price of a failure” was not that high, so anime studios could experiment a lot.
Serial Experiments Lain isn't something that everyone will like, it's too risky to make such anime now, when it costs a lot.
