Looks like this coyote gunslinger has caught himself a criminal and stuck him in a special jail cell. Which I'm sure they will not be coming out off for a long time.
Honestly these guys were one of my favorite guards in the Sly series, almost went out of my way to make sure I didn't fight them.

not sure, they appear in the 40 thieves stage and attack you by either shoting you with a gas gun if you get too close or tongue lashing at you from distance. they also appear brieftly in the opening cutscene for that same level where one gets hit on the head by Murray as he enters the thieves hideout
