It is suboptimal in a great many animal sanctuaries. It is often this way because it is born out of a desire to help animals, where they would be euthanized, otherwise.
Often they receive better care and socialization in captivity than they ever would in the wild, and live many years longer in the care of people.
Nothing is ever perfect, and it's easy to judge people under a unrealistic and misguided sense of "what I think is right" while scrutinizing people who are actually making a difference.
I speak from experience, having worked with wolves and seeing them in depressingly small pens, yet the wolves regularly interacted with people, were well fed, and lived there times as long in captivity than they did in the wild. Some weren't as happy as they could have been given optimal circumstances, but they were all happy, and content. We can't even say that about us, as humans.
They willingly returned to their pens, even the small ones, because it was home. Should it have been. Hundreds of acres in the mountains? Sure. But they had what they had and everyone did their best to give them good lives.
