Title’s a mild lie since Neon is normally that size, though he is currently the reason why Pebbles is so large, so he plays a part in this specific Dynamax process. Does help also that the raiding parties are pretty hard to harm long term, so neither of them really have to worry about much while playing with them aside from maybe someone trying to capture them, clearly they’d need a master ball at this point for that to mean anything though.
