Sure, it can be redundant in most cases (like in the Professor Layton VS Pheonix Wright crossover, where it was firmly established that only women could be witches), but in other cases (such as Klarion the Witch Boy) I like to think of it like with cows. All Warlocks are Witches, but not all Witches are Warlocks.
TL;DR Warlock is to Witch as Bull is to Cow.
However, my usage of the term "She-Witch" is the nice way of me saying a dirogatory term that would make significantly less sense as… well, most creatures are already animals, if you know what I'm saying.
