The Evilest Otter You'll Know!

Formerly a regular otter (well if you can call being a gold medalist swimmer regular) who got his paws on a tome of Rubbermancy, the villain Black Rook desires to cause chaos and calamity to the town...in a purely harmless playful sort of manner. In all honesty, he takes his new magic powers over rubber and latex as a way to live the aesthetic of a being a supervillain from classic cartoons. Wacky antics, gratuitous monologues, overwhelming arrogance and pride, only to be taken down easily by a hero and have everything undid by next week before having a different kind of fun scheme all over again! It's also a means of him being apologetically expressive of his interests with no shame!

Ability: Pure Rubbermancy - Has control over all rubber and latex materials and can generate his own rubber that is all enchanted with magic, is fully comprised of rubber. Can convert other materials and beings into rubber as well as craft up most things with that magical rubber. Uses limited only by imagination and the amount of rubber and latex that he can make available. Additionally he may grant portions and strains of his power unto others in the process of rubberizing them.
