Why does this kobold have boobs, you ask? Magic. Obviously.
Arcix is a wizard! This was once an ordinary kobold, but then one fateful day a powerful wizard wandered into one of her traps and was knocked unconscious! Arcix, feeling bad for the poor wizard... stole his spellbook and his hat. Becoming a wizard herself!
And at some point she learned the 'make boobs' spell.
