Since nearly all of my characters are now under construction thanks to my decision to more or less completely rework my art style, I figured it was a good opportunity to get back to my roots as a fan artist. I read on Bulbapedia that Mr. Mime might be partially based on a possessed puppet/doll and I felt super inspired by that theory. Mr. Mime is a Pokemon I've kind of overlooked throughout the years, but now that I'm paying attention, he's definitely one of my favorites. I really wanted to play up both the mime theme and the clown theme since his base design is a little vague. I think it works really well.
