It is indeed a compliment, even if a slightly unusual one. For all the other things one might say about Charlie Manson, he did have some poetry and songwriting talent. It's been speculated by more than one person that if Charlie had actually been able to make it as a musician, a lot of history from 1967 onwards would be a lot different.
