No he is someone different, I can tell you this because from here you can deduce it: what is happening is that the great serpent can posses the body of any dragon and control it as if it was his own, there is certain rules for it and they will be explained latter, but one is that the color of the eyes change when a dragon is possessed, with that you can clearly see that the TT is not.
