Actually, it's the other way around. He inherited some of that infamous unstable Eevee DNA from his father, so when he was born his formes were reversed. So he's in sky forme by default and switches to land forme temporarily with the Gracidea flower. Funny things can happen once you get different species interbreeding, after all.
