The idea of this character was, what if E-123 Omega had a hologramatic form? OR what if Eggman made an AI like Nicole, but to serve him?

Hol-Omega is very 'gender neutral' and combines the forms of two people whom it admires - Blaze and Shadow. Having an organic appearance doesn't make this complete maniac any less eager to blow things up though...
