Screamin' Jay Hawkins is a bluesy music artist know for his humorous songs and stage antics. He would start a show by rising out of a coffin on stage and had a similar skull on a stick that he would share cigarettes with while preforming. He was also a Voodoo Priest as I understand it. So Sally's costume resembles one of his, even though that may have not been the thought during creation. May I suggest looking into his music and some of his old photos? He is not everybody's favorite, but I really liked his style.
