
Ephalon - Divine artefact - Skull Mask of Arack
Among Ephalonians there's an agreed upon belief, that the world came into existence after the emergence of the six Gods of Creation, two dragons, two Cenebrians, and two Ancients.
At some point in history each of these beings wielded an artefact of immense power. No one knows where these items came from, but their existence can no longer be questioned as of the Fifth Era.
During the later years of the Fifth Era, a history teacher of some renown from the University of Maya, set out on an expedition to the Great Eastern Forest in Erafar. All she had to go was the word of a man who'd claimed there was a sighting of a yet undiscovered temple. Sure enough, they joined forces and located reached the supposed temple. What they didn't expect, was to find one of the Divine objects laying upon a pedestal in plain sight.
What the history teacher had discovered was none other than the Skull Mask of Arack, and it had the scientific community united to determine its material composition. However, no matter what scanning equipment, or tests they performed, the nature of the artefact remained a mystery.
As to the ability of the mask itself? No one knows, as no writings throughout history have ever mentioned it.
Though speculation is ablaze with the concept that the mask imbues its draconic wearer with a defensive mechanism able to withstand any force threatening its users life.

Looks awesome, and it has hints of being a powerful artifact.
I also love the detail, where a certain criteria (or more) needs to be met, to successfully activate and use items of power, thus only a selected few are capable to wield them. The race-requirement is a good thing, because it rules out a major part of the inhabitants. D&D loves to class/alignment-restrict certain items. But with legendary items, I think it's better to make it think that everyone has a minor chance to use it, but the item has a fail-safe enchantment/or semi intelligence to recognize any valid owner, and even capable to restrict usage if one becomes unworthy...Excalibur seems to be such a weapon to name an example.
