He's a Varangian Guard officer and she's supposed to be paid out of their budget. But her status is unique due to how she got her job and who she works for.

And once again the voice of reason is ignored because someone's not bright enough to listen. Oh well at least by the time she's done she'll have significantly improved the quality of the military forces by eliminating some of the more obviously stupid ones.
