
Let's imagine there's a civilized world where predators exist. Predators and prey have worked out their differences and live in harmony. But instinct's a strong thing. Some predators aren't going to be able to fight their urges. So they don't. Even in a civilized anthro world, you'll have predators gobbling up prey, simply because some urges are too strong to ignore.
But what's to be done? Well, perhaps predators still have most of the power. The food chain became the social hierarchy and just like modern day you have a few haves and a lot of have nots. Or perhaps they're looked down upon. Still not forgiven in the eyes of the public for their crimes before their wild sides were left behind. Either way, you have far more prey than you do predators.
So if it gets out that some of them are still eating people, there will be riots. Mob justice. If the predators are in charge, that means an overthrowing of the system. If they're looked down upon, that means a lot of preds are going to be hunted down for the actions of a few. The truth of modern day predation only makes the divide between predator and prey worse. And the backbone of any civilized anthro society needs to be different creatures living in harmony, not fear.
So it's covered up. Swept under the rug. Certain missing persons cases get closed quickly and the media wants nothing to do with it, publicly insisting its 'not a juicy story'. The system hides it, the press cooperates and the people barely know. But some would know. Perhaps it's paranoia and fear of predators, or maybe it's just a yearning for the truth, but there would be some journalists who would see what happened, connect the dots and try to inform the public.
They'd be shunned. The big news outlets would call them scaremongering and dismiss their theories as crazy. So would the public. The powers that be and the news tell them that predators don't do this, and the bear up the street that runs the pasty shop is so nice. These predator accusing papers would maybe be found tucker away on some gas station rack, or on the farthest corner of the news stand, buried under all the rest. When someone read it in public, others would likely glance at them strangely or move away. No sane person would believe that there's that kind of danger in the world. It just couldn't happen.
Which is a shame. Because it does.
