Lets face it, scanners are lightwave-hungry critters. The only way you're going to get decent-looking computer images of traditional media is either by finding a hideously expensive scanner that can do true true-colour, or taking a digital photo in very good light and cropping it down.
For the budget-wise, i suggest the latter =3 a camera with high megapixel count and can do a decent focus on anything 30cm or less distance should do more than enough.
