Basically, when a image is above a certain dimension, the site will do extra processing to scale down and convert the file to another format.
This causes it to lose it's animation,if it has one.
If you select "change submission file" and then upload the same file again, it will use the file without changing it allowing it to be the chosen resolution and animation.
