Not just flopping around but I've worked with foam before (althought it was a very soft one) and it tends to absorb the glue instead of... well, glueing things to it. I've saw people working with "caged" designs sometimes (plastic wire meshes) and even very rigid resin templates.
I don't want it so soft that when someone bump into me my nose end up in the back of my head but I also don't want to risk falling and breaking it (or worse, digging it into my face Final Destination style)
