Someone stumbled onto the remains of Mewtwo's island, finding pieces of what was left of his cloning machine. With current technology, capable of cloning from a fossil, they created another machine. Documents from Mewtwo's study did survive the blast along with few samples of his DNA, and with his machine reborn, a little is all it needed. But a clone of a clone can prove to be unstable, so a secondary base is needed to fill the gaps. And what is better than eevee DNA with its compatibility to all the different types.
