This sad motherfucker is the minister and embodiment of Envy. A formless, pathetic, but still dangerous creature living in a perpetual state of discontent, absorbing almost anything and anyone in sight in a vain attempt to share their energy. Thankfully the rest of the Ministry is here to keep it more or less satisfied or else the denizens of Hell would have yet another apocalyptic horror to worry about.
Despite how huggable Jelly looks, I wouldn't recommend doing that.
