Could be a paramilitary sniper/contractor rather than an assassin? This arrangement looks more like a stakeout or maybe VIP protection as opposed to a crime waiting to take place, IMO. In other words, someone who's expecting to be there and isn't worried about "getting caught" per se. Hence the boredom and slacking off.

A Phase Compression Rifle is an outdated Starfleet weapon, during the year 2220, Starfleet used Nadion-based weapons as they preferred PHASed Energy Rectification weapons (PHASER).
The Cybertronian empire (When it existed), used Energized Particle weapons.
The Cybertronian Empire doesn't exist anymore, it fell during 2119, when the Cybertronian Civil War broke out. Then a replacement of the Cybertronian Empire was created, its name was: The United Cybertron. United Cybertron is the name you use when you're referring to The United Cybertron.
The United Cybertron uses Tetryon Phase Compression Pistols. Our rifles are classified.

Despite the persons rude comment on the rifle an food. I think you exceeded them marvelously. There's always practice. I believe you did a great job with the detail on the rifle i love it a lot. Imma gun type of gall so it looks pretty spot on to me👌👌😍 an i love her design she's beautiful even if shes on the hunt.
Dude, this is seriously amazing. I don't even slightly care about the rifle sticking out the window that other people mentioned because all the rest of this is just so telling of a character/story. Somehow stylish and grounded/real feeling at once with the perspective and the details.
It's got the kind of intriguing setup that makes me wanna know more. Kinda hoping the commissioner goes for some kind of follow up :3
