Makes a lot of sense, actually. If you have a tendency to start fires in your line of work, it might be prudent to carry one. You don't want one raging out of control unless you can be sure it will help your mission. Fires tend to be far too unpredictable for that. Unless you're sent to sabotage or destroy, or both, fires are a big no-no! I'll have to remember this should I make my own merc game...
