Welcome to the VIP area of Neons club. This is where all the things happen that are not meant for the eyes of everyone. It's also the place where those end up that have been shrunk by her or her workers. A bit of shrinking potion in a drink can do wonders!
But in that case it's not just a person it's an entire city. A special little feature for the smokers who happen to visit the club and get access to the VIP area. Just lay back, enjoy the music, some drinks and a smoke, gleefully snuffing out lives by snuffing out your cigarette or blowing some smoke at them and watch them nearly suffocate. I always love stuff like this!
It always makes me think of a fun idea where a witch shrinks people so small that the cigarette actually acts like a gravitational force for them, so they can't fall off. Then being told if they make it to the filter they will survive. Though typically the witch has no intention of reverting them anyway XD
