My best guess and most probably the most accurate is that this art is depicting a day on the job for the real Jasen Tamiia.
Jasen was an emergency medical technician for Long Beach California. Considering Remy's uniform and the medical symbol in the background this most likely is meant to be Jasen on the job and unfortunately, got caught in a storm.
