Depends on a) how 'human' you treat pokemon and b) the tech level of the world. The franchise seems to have a gadget for every aspect of a pokemon's biology so it's not too hard to imagine at some point they'd whip up something that can translate their speaking patterns. Alternately, the sign of a trainer and a pokemon truly becoming one functional unit is the trainer being able to basically understand what the pokemon is saying via some manner of empathic connection.
Just reverse either of the above and you've got a way for a pokemon to train a trainer.
