Here is a female Golden Eagle. I am settling on the heavily feathered arms and legs, while still using the "six limb" avian design.

The arms and legs might be used for steering while in flight!

I dunno about steering, BUT! They could produce just enough lift to aid in keeping the limbs aloft in flight, rather than just pure muscle. Also, bird!
