Fred is actually a very popular person in Rackenroon. Over the years he has not only won the loyalty of the Household Guard, but the respect of most of Blood and Bone. The people of Kiyanti look on him like a crown prince. He's made life better for many people with his guidance of the economy. Even though it would be against tradition, there are many citizens who would support him if Songween declared him Heir (before Kathy came along) rather than tolerate a government headed by Jinjur or Vyschuss.
Up until this night, however, he's always dutifully stood in the shadows. This is his "coming out party" as a force to be reckoned with, now that he has Kathy as the soon-to-be-recognised-as-legitimate Heir. If Songween, with her dying breath, had named him her Heir, the other Duchesses could have taken issue with that choice, but as the consort of a blood descendant of Songween, there is no dispute.
What Jinjur and Vyschuss's clans decide to do is still up in the air, but at the moment, it looks like Fred will become "Duke of Rackenroon." I mean, Koz even referred to him by that sobriquet.
