That's the Jack Layton memorial statue, it was installed about a year or so after his death and the ferry terminal was renamed in his honour also a year after his death.
As to who he was, Jack Layton was the leader of the Canada's NDP (New Democratic Party) and the official Leader of the Opposition in the Canadian House of Commons.
He sadly passed away from cancer at the age of 61, only a few months after becoming Leader of the Oppostion, he was considered at the time to have become the next Prime Minister of Canada and was a well liked and respected member of Canadian parliament, which caused an outpouring of grief from all sides of Canada's political spectrum.
He was also known to be an avid Trekkie, seen going to Star Trek conventions in his homemade Starfleet uniform.
So I think he would've been very chuffed (British slang for very pleased) with this photo and it wouldn't surprise me if he would've taken photos with fursuiters such as yourself when he was alive.
