This is a Goosebumps book that hasn't aged well for reasons that will become apparent.
This is Goosebumps #25: Attack of the Mutant.
Skipper (black and yellow) collects comic books thinking they'll appreciate in value--is it obvious how rooted in the1990s this story is? The one comic he actually reads is The Masked Mutant (purple panel), a shapeshifting super villain opposed by the Galloping Gazelle (bottom right). One day, Skipper meets Libby (opposite of Skipper's panel). After that, reality and fantasy begin to blur and Skipper seems to be the target of the Masked Mutant.
