Reminds me a little bit of a story in Marvel comics from the "Civil War" storyline - all the supers were supposed to be registered and trained, so the gov't hired Taskmaster, a supervillain with "photographic reflexes" who could instantly copy anybody's techniques, as a coach for the newby supers.
