It's literally photoshop in your pocket.
My only beef was only having 3 layers but besides that, it's a wonderful app.
And yeah, it's supposed to be Cloud. :P

It still hasn't done my laundry... YET.
lol, umm... It's not the app but the practice that will get you better at drawing, if that's what you mean. but if any it would be this app. (Sketchbook) It's maybe a dollar or two. (not much at all for its awesomeness) It does everything you want and then some. I haven't come across a better.
Now if you want to know some apps I can't live without since I'm on a rant,
My favs have been
->IM+ (messenger that will sign into skype and facebook too)
->Awesome Note (best app for keeping notes. even lock private ones)
->Wikipanion
->Omegle (waste so much time...)
->Sketchbook (above)
->Genius Camera (does what the normal cam app doesn't) definitely worth it.
->(if ur on 3G, then Get) Qik (video recorder for 3G) best one if you Really want video recording. Don't expect magic tho. :P
->EverNote, (to keep all your stuff online, such as readings, pictures... etc)
