No it is not, it's a spreadsheet that a EAA member worked up for poeple to use. Rich has taken real aircraft data and came out with nearly the same performance numbers as the real aircraft.
We both agree that it will give you am idea of the performance an airplane design will have, it's handy for working out design changes.
