I think they're more just separate skills. To do one well you have to learn it. I can have a background in painting but that doesn't mean I'll be able to make a good woodcut or sculpture. It's a different mark and you have to learn them both as far a technique goes.
I do agree with you that there are things that are shared across markmaking. Things like composition, lighting, color theory, etc. And that any technique will improve those things and will inform other techniques.
I personally have spent a lot of time drawing and, using colored pencil, watercolors, and printmaking. As such I have a pretty good feel for those tools. However, I get into photoshop and spend literally DAYS not hours and my pieces look like complete shit because I'm not familiar with the tool and haven't spent enough time developing it. Just like if I were to make an oil painting *shudder*

It's based on a real hoodie, which I wore approximately every day for a year.
Then it started slowly falling apart... so I cut back to only wearing it once or twice a week, so it would hopefully last longer. XD
And it's actually black (with fuzzy camo hood lining <3), though I suspect someday it'll be the color pictured instead...
