Between January 1998 and January 2000, Goosebumps tried to revamp in order to improve sales. This was the series 2000 line. They were billed as being edgier than the original Goosebumps series...not necessarily.
This is Goosebumps Series 2000 #10: Headless Halloween
Our protagonist Brandon Rush likes to scare people which grates on the nerves of his mother and teachers. He originally was going to go alone as a headless zombie for Halloween, but his mother, possibly as a passive/aggressive punishment for his mean-spirited pranks, saddled Brandon with his younger sister and timid cousin. Brandon eventually breaks away from them and after a prank gone awry, he tries to jump a ravine to safety...only to find himself in a small town lead to a Halloween party by a similarly dressed boy named Norband. At this party, Brandon is subjected to some extreme variations of pranks: worms in pastries, bobbing for apples is actually sticking your face in a bucket full of roaches and so forth. Brandon learns he's actually dead and to "come back to life" he must save three scared people within an hour.
